East West Economic Corridor

The Khammouane Thermal Coal Fired Power Project is projected to earn around USD 1.1 billion in annual gross revenue (the equivalent of 5.80% of GDP) after commercial operation in year 2022. The plant is proposed on 1,370 HA of land located at Boualapha districts of Khammouane province in Lao DPR and approximately 200 km from South West of VungAng seaport in Vietnam. This is the second coal-fired plant in Lao PDR that is supported by the Laotian government and Energy sector partners.       

With a total combined annual energy production of 17 GWh on full capacity, the Khammouane project and will be connected to the grid via 500 kV, 230 kV, 115 kV transmission lines. The generated electricity will export 90% to neighboring countries Vietnam (50%) and Thailand (40%). In order to deliver its increasing power demand in these countries, the remaining 10% will be sold to ÉlectricitéDu Laos (EDL) for domestic consumption of expanding household electrification. Ultimately the project goal is helping to providing a sustainable source of energy, conducive with sustainable social development practices.

 The Khammouane Thermal Coal Fired Power Project is one of the East–West Economic Corridor Projects in Lao People's Democratic Republic which is expected to transform the country from land locked to land linked. The thermal coal fired power plant has a 2,000 MW based-load capacity using ultra Pulverized Coal (PC) fired technology and connects the national grid via 500 kV, 230 kV, 115 kV transmission lines. With an investment amount of USD 2.1 billion, the project will create around 3,600 jobs, comprising 3,000 jobs in the construction phase and 600 jobs for the power plant operation. The electricity output will transmit to the wider nation as well as nearby countries for selling and expanding household electrification in Lao PDR when the project is initiated.
